Capital Funding
The Housing with Care Fund (HCF) and the Health and Social Care Integration and Rebalancing Capital Fund (IRCF) are the main capital funding streams for Gwent RPB. Both funds are due to come to an end on 31 March 2027.
What is the HCF?
The HCF is designed to improve housing options for people with care and support needs across. We can use the fund for a wide-range of projects, including housing with care models, community-led projects, and adaptations that help people remain at home safely.
What is the IRCF?
The IRCF invests in the creation of integrated health and social care hubs and supports not-for-profit residential care for both adults and children.
Who do these funds support?
Both the HCF and the IRCF support:
- Older people with complex needs
- People with dementia
- Unpaid Carers
- Children with complex needs
- People with emotional and mental health wellbeing needs
- People with learning disabilities and neurodevelopmental conditions.
How do we use these funds in Gwent?
We have invested these funds across all areas of Gwent and for the benefit of all population groups. Some of our projects have even won awards – including Severn Park View Care Home which won the prestigious RIBA MacEwen Award in 2025. Severn View Park is a state-of-the-art care home in Caldicot which supports people with dementia. It has been designed with these people in mind, so that front doors open directly into the living spaces, promoting a sense of comfort which is different to a typical reception desk and front office set-up. The care home is centred around a new village hall for a nearby new housing community and gardens and allotments created shared spaces for all.
What is the Strategic Capital Plan?
Our Strategic Capital Plan helps us to think about how we will invest these funds in the future. It also allows us to plan how we will use these funds to support our population over the next ten years. We review and update our Strategic Capital Plan every year to make sure that it reflects the needs of our population and our services.
